Section 44103 of title 49, United States Code, is amended by adding at the end the following: No person may reserve an aircraft registration number without certifying that such person intends to use such registration number— immediately on a specific aircraft; or for future use on an aircraft owned or controlled, or intended to be owned or controlled, by such person. A person may transfer a reserved aircraft registration number to another person if— the transferor certifies that the aircraft registration number is relinquished willingly and at a cost to the transferee that does not otherwise exceed the amount paid by the transferor to reserve such number; and the transferee— certifies that the transferor did not impose a dollar cost on the transfer that exceeds the amount provided for in subparagraph (A); and complies with the certification requirement under paragraph (1). .
