An unmanned aircraft system operation that begins and ends within the United States or the territorial waters of the United States, shall not be considered international flight regardless of whether the unmanned aircraft system enters international airspace. In this section, the term unmanned aircraft system has the meaning given such term in section 44801 of title 49, United States Code.
