Not later than 180 days after the date of enactment of this Act, the Administrator of the Federal Aviation Administration shall enter into an agreement with the National Academies to conduct a study on aviation noise metrics. The study required under subsection
(a)shall include an assessment of— the efficacy of the day-night average sound level (in this section referred to as DNL ) noise metric compared to other alternative models; the disadvantages of the DNL noise metric in effect as of the date of enactment of this Act compared to other alternative models; any potential changes that should be made to the DNL noise metric in effect as of the date of enactment of this Act; and the data collected by the Neighborhood Environmental Survey of the Administration using alternative noise metrics. Not later than 2 years after the date of enactment of this Act, the National Academies shall submit to the Administrator and Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report— on the results of the study described in subsection (a); and containing recommendations regarding the most appropriate metric to adequately assess the public health impacts of aircraft noise.
