Not later than 2 years after the date of enactment of this Act, the Comptroller General shall submit to the appropriate committees of Congress a study of the implementation of the Pilot’s Bill of Rights. In conducting the study under subsection (a), the Comptroller General shall review— the implementation and application of the Pilot’s Bill of Rights; the application of the Federal Rules of Civil Procedure and the Federal Rules of Evidence to covered proceedings by the National Transportation Safety Board, as required by section 2 of the Pilot’s Bill of Rights; the appeal process and the typical length of time associated with a final determination in a covered proceeding; and any impacts of the implementation of the Pilot’s Bill of Rights.
In this section: The term covered proceeding means a proceeding conducted under subpart C, D, or F of part 821 of title 49, Code of Federal Regulations, relating to denial, amendment, modification, suspension, or revocation of an airman certificate. The term Pilot’s Bill of Rights means the Pilot’s Bill of Rights ( Public Law 112–153 ).
