The Administrator of the Federal Aviation Administration shall extend the BEYOND program of the Administration as in effect on the day before the date of enactment of this Act (referred to in this section as the Program ) and the existing agreements with State, local, and Tribal governments entered into under the Program until such date, as specified in subsection (b). Not later than 2 years after the date of enactment of this Act, the Administrator shall expand the Program to additional locations and test the use of new and emerging aviation concepts and technologies, including concepts and technologies unrelated to unmanned aircraft systems, to evaluate and inform Administration policies, rulemaking, and guidance related to the safe integration of such concepts and technologies into the national airspace system.
In expanding the Program under this subsection, the Administrator shall address additional factors, including— increasing automation in civil aircraft, including unmanned aircraft systems and new or emerging aviation technologies; operations of such systems and technologies, including beyond visual line of sight; and the social and economic impacts of such operations. The Administrator shall carry out the expanded Program required under this subsection until such time that the Administrator determines the Program is no longer necessary or useful.
