Not later than 180 days after the date of the enactment of this title, the Administrator shall submit to the appropriate committees of Congress a comprehensive plan for research, development, testing, and evaluation needed to mature remote tower technology and provide a strategic roadmap to support standards development, validation, and operational certification of such technology. As part of the plan required under subsection (a), the Administrator should consider the use of remote tower technologies for advanced air mobility operations.
