Not later than 2 years after the date of enactment of this Act, the Administrator shall conduct a study on frontline manager workload challenges in air traffic control facilities. In conducting the study required under subsection (a), the Administrator may— consider— workload challenges including— the tasks expected to be performed by frontline managers, including employee development, management, and counseling; the number of supervisory positions of operations requiring watch coverage in each air traffic control facility; the complexity of traffic and managerial responsibilities; and proficiency and training requirements; facility type; facility staffing levels; and any other factors as the Administrator considers appropriate; and describe recommendations for updates to the Frontline Manager’s Quick Reference Guide that reflect current operational standards.
Not later than 3 years after the date of enactment of this Act, the Administrator shall brief the appropriate committees of Congress on the results of the study conducted under subsection (a).
