Except as provided in subsection (b), it shall be unlawful for any person to— import into, or export from, the United States bear viscera or any bear viscera product; or sell or barter, offer to sell or barter, purchase, possess, transport, deliver, or receive, in interstate or foreign commerce, bear viscera or any bear viscera product. A person described in section 4(5)(B) may carry out an activity prohibited under subsection
(a)if such activity is— solely for the purpose of enforcing a law relating to the protection of wildlife; and authorized by a valid permit issued under appendix I or II of CITES, in any case in which such a permit is required under CITES.
