Not later than one year after the date of enactment of this Act, the Secretary of State shall submit to the Committee on Energy and Commerce of the House of Representatives and the Committee on the Judiciary of the Senate a report— identifying the countries the Secretary determines are the principal producers of synthetic drugs trafficked into the United States; assessing how and why those countries are producing such drugs; and describing measures the Secretary plans to take to reduce the flow of such drugs into the United States.
