An eligible entity shall use grant funds awarded under this title for the following: Assisting States with respect to— the application process for a grant under title I, II, or III of this Act; and the development or new, or expansion or improvement of existing, tuition-free community college models. Assisting the Secretary with respect to— evaluating applications from States for grants under title I, II, or III of this Act; and providing feedback to such States.
