In addition to any other funds made available for such purposes, there is appropriated $50,000,000, for an additional amount for the National Defense Stockpile Transaction Fund , to remain available until September 30, 2026, for activities pursuant to the Strategic and Critical Materials Stock Piling Act ( 50 U.S.C. 98 et seq. ): That none of the funds provided under this section may be obligated or expended until 30 days after the Secretary of Defense provides the Committees on Appropriations of the House of Representatives and the Senate a detailed execution plan for such funds.
