Not later than 180 days after the date of enactment of this Act, the United States Geological Survey, in consultation with the Secretaries of Defense, Energy, and State, shall— identify mineral commodities that— serve a critical purpose to the national security of the United States, including with respect to military, defense, and strategic mobility applications; and are at highest risk of supply chain disruption due to the domestic or global actions of any covered entity, including price-fixing, systemic acquisition and control of global mineral resources and processing, refining, and smelting capacity, and undercutting the fair market value of such resources; and develop a national strategy for bolstering supply chains in the United States for the mineral commodities identified under paragraph (1), including through the enactment of new national policies and the utilization of current authorities, to increase capacity and efficiency of domestic mining, refining, processing, and manufacturing of such mineral commodities.
In this section, the term covered entity means an entity that— is subject to the jurisdiction or direction of the People’s Republic of China; is directly or indirectly operating on behalf of the People’s Republic of China; or is owned by, directly or indirectly controlled by, or otherwise subject to the influence of the People’s Republic of China.
