Sec. 221. Pilot program to commercialize prototypes of the Department of the Air Force

Not later than one year after the date of enactment of this Act, the Secretary of the Air Force, acting through the Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics, shall carry out a pilot program to award grants to applicants for a project to commercialize a prototype of the Department of the Air Force. In carrying out the pilot program under this section, the Secretary of the Air Force may only expend amounts designated as budget activity 6 (RDT&E management support) as that budget activity classification is set forth in volume 2B, chapter 5 of the Department of Defense Financial Management Regulation (DOD 7000.14-R).
A single award under this section may not exceed $10,000,000. An applicant desiring to participate in the pilot program under this section submit an application to the Secretary of the Air Force in such time, in such manner, and containing such information as the Secretary may require. In carrying out the pilot program under this section, the Secretary of the Air Force may consult with— service acquisition executives (as defined in section 101 of title 10, United States Code); eligible entities that carry out activities pursuant to a procurement technical assistance program funded under chapter 388 of title 10, United States Code; and such other individuals and organizations as the Secretary determined appropriate.
Not later than December 31, 2024, the Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics shall provide to the congressional defense committees a briefing on the implementation of the pilot program under this section and any related policy issues. Each time the Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics awards a grant under this section, the Assistant Secretary shall submit to the congressional defense committees a notification on such exercise.
The pilot program established under this section shall terminate on the date that is five years after the date of the enactment of this Act.
