Section 10(b) of the Strategic and Critical Materials Stock Piling Act ( 50 U.S.C. 98h-1(b) ) is amended by adding at the end the following: A senior official of the Coast Guard, as designated by the Secretary of the agency or department in which the Coast Guard operates, only with respect to matters of the Board relating to the Coast Guard. .
