It is the policy of the United States that the agreement titled Founding Act on Mutual Relations, Cooperation and Security between NATO and the Russian Federation , done at Paris on May 27, 1997 (commonly referred to as the NATO-Russia Founding Act ), does not— prohibit the establishment of a permanent presence of the United States Armed Forces in Europe; or constrain in any manner the deployment of United States Armed Forces or North Atlantic Treaty Organization
(NATO)forces.
