Chapter 803 of title 10, United States Code, is amended by adding at the end the following new section: The Secretary of the Navy shall ensure that the views of the Commandant of the Coast Guard are given appropriate consideration before a major decision is made by an element of the Department of the Navy on a matter that directly concerns any capability of the Coast Guard in support of national defense. .
