Not later than 180 days after the date of enactment of this Act, the Secretary of Defense, in coordination with the relevant Federal agencies, shall conduct a study on the effects the national security of the United States of the influence of China on the electric vehicle supply chain. The study required by subsection
(a)shall include the following: An evaluation of the percentage of critical minerals and rare earths sourced from the People’s Republic of China that are necessary for construction of electric vehicles in the United States. A list of countries who contribute to the electric vehicle supply chain of the United States and who are members of People’s Republic of China’s Belt and Road Initiative or any subsequent economic agreement. Potential vulnerabilities posed by an increased use of electric vehicles by the vehicle fleet of the Department of Defense.
