Sec. 873. Report on defense industrial base competition

Not later than two years after the date of enactment of this Act, the Comptroller General of the United States shall submit to the congressional defense committees a report containing— an evaluation of the consolidation within the defense industrial base and how such consolidation affects the ability of the Department of Defense to procure goods at competitive and market equivalent prices; an analysis of the state of competition within the defense industrial base, including an overview of the sizes, as measured by factors including number of employees, facilities, and contracts with the Department of Defense, and market shares of contractors that currently hold a contract with the Department of Defense; and an assessment of the economic and national security effects of anticompetitive behavior in the defense industrial base.
