Sec. 1687. Report on concept of operations for offensive hypersonic systems

Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense, in coordination with the Chairman of the Joint Chiefs of Staff, shall submit to the congressional defense committees a report on the status of the implementation of a concept of operations and total munitions requirements for offensive hypersonic systems. The report required by subsection
(a)shall include the following: A description and assessment of efforts to develop and implement concepts of operation with regard to fielding, deploying, and using offensive hypersonic systems currently in development and included in future-years defense program submitted to Congress under section 221 of title 10, United States Code, for fiscal year 2024. An assessment of how the use of hypersonic weapons will be considered with regard to strategic deterrence and stability. A description of scenarios and simulations modeling the use of offensive hypersonic systems in defined environments. Criteria to be used for validation of the use of offensive hypersonic systems. Identification of existing authorities governing the use of offensive hypersonic systems and an explanation of any additional authorities that may be required for the use of such systems. A description of how hypersonic capabilities are incorporated into force development and design. A munitions requirement (applicable through the period covered by the future-years defense program submitted to Congress under section 221 of title 10, United States Code, for fiscal year 2024) for each offensive hypersonic weapons program currently in development, including requirements provided by each military department and combatant command. Identification of any operational gaps for which additional offensive hypersonic weapon capabilities would have strategic impact on overall concepts of operation of the Department of Defense. The report required by subsection
(a)shall be submitted in unclassified form, but may include a classified annex.
