Sec. 1046. Prohibition on use of funds for advisory committees related to environmental, social, and governance aspects

None of the funds authorized to be appropriated by this Act or otherwise made available for the Department of Defense for fiscal year 2024 may be used— to establish in the Department of Defense an advisory committee related to environmental, social, and governance aspects; or for the Defense Advisory Committee on Diversity and Inclusion or any successor committee. In this section: The term environmental includes anything related to— emissions of greenhouse gases, including— carbon dioxide; methane; nitrous oxide; nitrogen trifluoride; hydrofluorocarbons; perfluorocarbons; and sulfur hexafluoride; climate change; and environmental justice.
The term governance means how a private entity is run, including the structure and composition of the entity based on race, color, national origin, or sex and how compensation is made. The term social includes anything related to— race, ethnicity, gender identity, sexual orientation, or socioeconomic standards; ideologies that oppose equal protection of the law or support discrimination on the basis of race, color, national origin, or sex; and critical race theory, social justice, or similar ideologies.
