Not later than one year after the date of the enactment of this division, the Secretary shall submit an annual report for 5 years to the appropriate congressional committees that describes— the number of incoming authentication requests, broken down by month and type of request, to show seasonal fluctuations in demand; the average time taken by the Office of Authentications of the Department to authenticate documents, broken down by month to show seasonal fluctuations in wait times; how the Department details staff to the Office of Authentications; and the impact that hiring additional, permanent, dedicated staff for the Office of Authentications would have on the processing times referred to in paragraph (2).
The Secretary is authorized to hire additional, permanent, dedicated staff for the Office of Authentications.
