Chapter 160 of title 10, United States Code, is amended by adding at the end the following new section: The Secretary of Defense shall submit to Congress, concurrent with the submission to Congress of the budget of the President for each fiscal year pursuant to section 1105(a) of title 31, a separate budget justification document that consolidates all information pertaining to activities of the Department of Defense relating to perfluoroalkyl substances or polyfluoroalkyl substances, including funding for and descriptions of— research and development efforts; testing; remediation; contaminant disposal; and community outreach. .
