Not later than one year after the date of the enactment of this Act, the Secretary of Defense, in consultation with the Director of National Intelligence, shall determine if information available to the Department of Defense indicates that the Government of the People’s Republic of China assisted in or approved of the transportation of pill presses, fentanyl products, or fentanyl precursors to one or more Mexican drug cartels. If the determination of the Secretary of Defense under subsection
(a)is an affirmative determination, the Secretary shall submit the determination to the Committees on Armed Services of the Senate and the House of Representatives.
