The Secretary of Defense, in consultation with the Secretary of Education, shall conduct a study to review the weighted student units used for the calculation of impact aid payments for eligible federally connected children with disabilities under section 7003 of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7703 ). The study under subsection
(a)shall include the following: An explanation of the method used to establish the weighted student units used for the calculation of impact aid payments for eligible federally connected children with disabilities under section 7003 of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7703 ). A review of the criteria and any special factors used to determine the eligibility of federally connected children with disabilities under such section. An examination of the adequacy of the system used to determined weighted student units for children with disabilities compared to other eligible federally connected children, taking into consideration the cost of any support services required. Recommendations for improving the efficiency and effectiveness of impact aid payments for eligible federally connected children with disabilities. Not later than one year after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report on the results of the study conducted under subsection (a). In this section, the term local educational agency has the meaning given that term in section 7013(9) of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7713(9) ).
