Sec. 642. Recurring review and revision of pay for military child care employees

Subsection
(c)of section 1792 of title 10, United States Code is amended— by redesignating paragraphs
(1)and
(2)as subparagraphs
(A)and (B), respectively; by inserting
(1)before For the purpose ; and by adding at the end the following new paragraph (2): The Secretary of Defense shall review and revise the pay scale for child care employees not less than once every five years. In conducting a review under subparagraph (A), the Secretary shall consider factors including— the pay scale for employees of the Department of Defense Education Activity with similar training, seniority, and experience to that of child care employees; the rates of compensation paid to employees of the local educational agency with similar training, seniority, and experience to that of child care employees; the value of the care provided by child care employees, in the short and long term, to the children cared for, their families, and the armed forces; and any other factor the Secretary determines appropriate. . The Secretary of Defense shall carry out the first review and revision under paragraph
(2)of such subsection, as added by this section, not later than 60 days after the date of the enactment of this Act. When the Secretary of Defense conducts the second review and revision under such paragraph (2), the Secretary shall submit to the congressional defense committees a report assessing how the first such revision affected— the hiring and retention of child care employees; and the quality of care at military child development centers. In this section, the terms child care employee and military child development center have the meanings given such terms in section 1800 of title 10, United States Code.
