Congress finds the following: The Joint Explanatory Statement accompanying the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 ( Public Law 117–263 ) directed the Secretary of Defense, in consultation with the Secretary of the Army, to conduct a feasibility study to assess potential missions, plants, or industries feasible for Army or Department of Defense needs at the Blue Grass Army Depot following the completion of the mission at the Blue Grass Chemical Agent-Destruction Pilot Plant located in Richmond, Kentucky.
The findings of such study were to be submitted to the congressional defense committees by not later than March 1, 2023. The Secretary of Defense missed the deadline to submit such findings to Congress. It is the sense of Congress that the Secretary of Defense, in consultation with the Secretary of the Army should— not later than September 1, 2023, submit to the congressional defense committees the findings of the study described in paragraph
(1)of subsection (a); and work with Congress and the community in proximity to the Blue Grass Chemical Agent-Destruction Pilot Plant located in Richmond, Kentucky to build upon such findings.
