Sec. 217. Support for defense innovation activities of the North Atlantic Treaty Organization

Subject to the availability of appropriations and except as provided in subsection (b), the Secretary of Defense, acting through the Under Secretary of Defense for Research and Engineering, is authorized to make funds available to the North Atlantic Treaty Organization for the joint fund established for the Defence Innovation Accelerator for the North Atlantic initiative (commonly known as DIANA ). None of the funds authorized to be made available for the Defence Innovation Accelerator for the North Atlantic initiative under subsection
(a)may be used for the Energy Resilience Challenge of the inititative unless the Secretary of Defense determines that— all viable energy sources, including nuclear energy, are considered and supported equally under the Challenge; and all power generation technologies supported through the Challenge— are self-contained and capable of operating entirely outside the traditional grid; and provide sufficient baseload support for the necessary functions of the customer without depending on intermittent energy sources for core functions. Note later than six months after the date of the enactment of this Act, and every six months thereafter until the date specified in subsection (c), the Secretary of Defense shall submit to the Committees on Armed Services and Foreign Affairs of the House of Representatives and the Committees on Armed Services and Foreign Relations of the Senate a report on expenditures and activities related to carrying out the requirements of this section, including the compliance of the Secretary with the requirements of subsection (b). The authority under this section shall terminate on the date that is five years after the date of the enactment of this Act.
