The Secretary of Defense, the Secretary of Veterans Affairs, the Secretary of Energy, the Administrator of the Environmental Protection Agency, the Secretary of the Interior, the Secretary of Transportation, the Secretary of Health and Human Services, or any other Federal agency may not directly or indirectly conduct or support, through grants, subgrants, contracts, cooperative agreements or other funding vehicles, research that will be conducted by— the Government of the People’s Republic of China or any agent or instrumentality of the Government of the People’s Republic of China or any entity owned by or controlled by the People’s Republic of China; or the Chinese Communist Party or any agent or instrumentality of the Chinese Communist Party or any entity owned by or controlled by the Chinese Communist Party.
