Section 402(b)(2) of title 10, United States Code, is amended— by striking shall include and all that follows through transport. and inserting shall include— ; and by adding at the end the following: inspection of supplies before acceptance for transport; and a process by which, upon request from a destination country, a prohibition on the shipment of certain items under a regulation or other guidance issued pursuant to this paragraph may be waived. .
