The Secretary of Defense may not include in a solicitation for a tactical tracked vehicle or tactical wheeled vehicle a requirement that such vehicle use proprietary armor. Subsection
(a)shall not apply to a contract for the procurement of a tactical tracked vehicle or tactical wheeled vehicle entered into before the date of the enactment of this Act. Section 4863(a)(1) of title 10, United States Code, is amended by inserting tactical tracked vehicles, tactical wheeled vehicles, after automotive items, . The amendment made by paragraph
(1)shall take effect on the date that is the later of— the date of the enactment of the National Defense Authorization Act for Fiscal Year 2025; or September 30, 2024.
