Sec. 1803. Modification to requirements relating to combating military reliance on Russian energy

Section 1086 of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 ( Public Law 117–263 ) is amended— by striking main operating base each place it appears and inserting operating base ; in subsection (a)(2), by striking main operating bases and inserting operating bases ; and by striking subsection
(c)and inserting the following new subsection (c): The Secretary of Defense shall submit to the congressional defense committees a list of main operating bases within the area of responsibility of the United States European Command ranked according to mission criticality and vulnerability to energy disruption as follows: In the case of a main operating base, by not later than June 1, 2023. In the case of any operating base other than a main operating base, by not later than June 1, 2024. Not later than 12 months after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees— an installation energy plan for each main operating base on the list submitted under paragraph (1)(A); and an assessment of the feasibility of reaching the goal for the elimination of the use of Russian energy pursuant to subsection
(b)on that base, including— a description of the steps that would be required to meet such goal; and an analysis of the effects such steps would have on the national security of the United States. Not later than 24 months after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees— an installation energy plan for each operating base on the list submitted under paragraph (1)(B); and an assessment of the feasibility of reaching the goal for the elimination of the use of Russian energy pursuant to subsection
(b)on that base, including— a description of the steps that would be required to meet such goal; and an analysis of the effects such steps would have on the national security of the United States. .
