Not later than 1 year after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report on the threat posed by the People’s Republic of China with respect to— China’s commercial sea lines of communication, particularly those linking China to the African Atlantic ports; increasing Chinese military presence on the African continent; displacing United States influence in the Southern Atlantic; and asserting China’s status as gaining influence and threats posed to strategic maritime routes.
