Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to Congress a report on whether any products sold at commissary or exchange stores in fiscal years 2022 or 2023 were produced by companies described in paragraph
(2)that have participated in a boycott action against the State of Israel. The companies described in this paragraph are companies that— have entered into a contract with the Department of Defense to sell products described in paragraph
(1)the total value of which exceeds $100,000; or companies that have more than 10 full-time employees. Congress is concerned about the antisemitic efforts of the Boycott, Divestment, and Sanctions
(BDS)movement against the State of Israel, including its efforts to delegitimize, isolate, and ultimately destroy the Jewish state. In subsection (a), the term boycott action against the State of Israel means engaging in a boycott action targeting the State of Israel, companies or individuals doing business in or with the State of Israel, or companies authorized by, licensed by, or organized under the laws of the State of Israel to do business.
