The Secretary of Defense may not, on or after the date of the enactment of this Act, enter into or renew a contract for the provision of online tutoring services by an entity owned or controlled by the Government of the People's Republic of China. The Secretary may waive the prohibition under subsection (a). The Secretary may not delegate the authority to issue a waiver under paragraph (1).
