Sec. 704. Program on treatment of members of the Armed Forces for post-traumatic stress disorder, traumatic brain injuries, and co-occurring disorders related to military sexual trauma

Chapter 55 of title 10, United States Code, is amended by inserting after section 1074o the following new section: The Secretary of Defense shall carry out a program to provide intensive outpatient programs to treat members of the Armed Forces suffering from post-traumatic stress disorder, traumatic brain injuries, and co-occurring disorders related to military sexual trauma, including treatment for substance abuse, depression, and other issues related to such conditions. The Secretary shall carry out the program under subsection
(a)through partnerships with public, private, and non-profit health care organizations, universities, and institutions that— provide health care to members of the armed forces; provide evidence-based treatment for psychological and neurological conditions that are common among members of the armed forces, including post-traumatic stress disorder, traumatic brain injury, substance abuse, and depression; provide health care, support, and other benefits to family members of members of the armed forces; and provide health care under the TRICARE program. Each organization, university, or institution that participates in a partnership under the program under subsection
(a)shall— carry out intensive outpatient programs of short duration to treat members of the armed forces suffering from post-traumatic stress disorder, traumatic brain injuries, and co-occurring disorders related to military sexual trauma, including treatment for substance abuse, depression, and other issues related to such conditions; use evidence-based and evidence-informed treatment strategies in carrying out such programs; share clinical and outreach best practices with other organizations, universities, and institutions participating in the program under subsection (a); and annually assess outcomes for members of the armed forces individually and among the organizations, universities, and institutions participating in the program under subsection
(a)with respect to the treatment of conditions described in paragraph (1). . The table of sections at the beginning of such chapter is amended by inserting after the item relating to section 1074o the following new item: 1074p. Program on treatment of members of the armed forces for post-traumatic stress disorder, traumatic brain injuries, and co-occurring disorders related to military sexual trauma. . Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report on the program under section 1074p of title 10, United States Code, as added by subsection (a), which shall include a description of the program and such other matters on the program as the Secretary considers appropriate. Not later than two years after commencement of implementation of the program under section 1074p of title 10, United States Code, as added by subsection (a), the Secretary shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report on the program, which shall include the following: A description of the program, including the partnerships under the program as described in subsection
(b)of such section, as so added. An assessment of the effectiveness of the program and the activities under the program. Such recommendations for legislative or administrative action as the Secretary considers appropriate in light of the program. Section 702 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 ( Public Law 115–232 ; 10 U.S.C. 1092 note) is repealed. The table of contents at the beginning of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 ( Public Law 115–232 ) is amended by striking the item relating to section 702.
