Not later than March 1, 2024, and annually thereafter until the date on which long-range stand-off weapon reaches initial operational capability, the Administrator for Nuclear Security, in coordination with the Secretary of the Air Force and the Chairman of the Nuclear Weapons Council, shall submit to the congressional defense committees a report on the joint development of the long-range stand-off weapon, including the missile developed by the Air Force and the W80–4 warhead life extension program conducted by the National Nuclear Security Administration. The report under subsection
(a)shall include the following: An estimate of the date on which the long-range stand-off weapon will reach initial operational capability. A description of any development milestones for the missile developed by the Air Force or the warhead developed by the National Nuclear Security Administration that depend on corresponding progress at the other agency. A description of coordination efforts between the Air Force and the National Nuclear Security Administration during the period covered by the report. A description of any schedule delays projected by the Air Force or the National Nuclear Security Administration and the anticipated effect such delays would have on the schedule of work of the other agency. Plans to mitigate the effects of any delays described in paragraph (4). A description of any ways, including through the availability of additional funding or authorities, in which the development milestones described in paragraph
(2)or the estimated date of initial operational capability referred to in paragraph (1), could be achieved more quickly. An estimate of the acquisition costs for the long-range stand-off weapon and the W80–4 warhead life extension program. The report required by subsection
(a)shall be submitted in unclassified form, but may include a classified annex.
