Section 616 of title 10, United States Code, is amended— in subsection (d)— by striking The number and inserting
(1)Except as provided in paragraph (2), the number ; and by adding at the end the following new paragraph: If a promotion zone established under section 623 of this title includes less than 50 officers and is established with respect to promotions to a grade below the grade of colonel or Navy captain, the Secretary concerned may authorize selection boards convened under section 611(a) of this title to recommend for promotion a number equal to not more than 100 percent of the number of officers included in such promotion zone. ; and in subsection (e), by striking unless he and inserting unless the officer .
