Not later than 60 days after the date of the enactment of this Act, the Secretary of Homeland Security, in coordination with the Secretary of State, shall submit to the appropriate congressional committees a report on whether a Mexican drug cartel described in paragraph
(2)meets the criteria for designation as a foreign terrorist organization. The Mexican drug cartels described in this paragraph include the following: Jalisco New Generation Cartel. Sinaloa Cartel. Juarez Cartel. Tijuana Cartel. Gulf Cartel. Los Zetas. Las Moicas. Los Caballeros Templarios. Beltran-Leyva Organization. Los Rojos. La Familia Michoacana. In this section: The term appropriate congressional committees means— the Committee on Foreign Affairs, the Committee on Homeland Security, and the Committee on the Judiciary of the House of Representatives; and the Committee on Foreign Relations, the Committee on Homeland Security and Governmental Affairs, and the Committee on the Judiciary of the Senate. The term foreign terrorist organization means an organization described in section 219 of the Immigration and Nationality Act ( 8 U.S.C. 1189 ). Nothing in this section may be construed to expand the eligibility for asylum of any alien by reason of the designation of a drug cartel as a foreign terrorist organization.
