Chapter 405 of title 46, United States Code, is amended by adding at the end the following: A person may submit to the Federal Maritime Commission, and the Commission shall accept, information concerning— alleged violations by shipping exchanges (as such term is defined in section 40504); alleged violations of regulations issued by the Commission; or alleged incidents of market manipulation or other anticompetitive practices by such shipping exchanges. Upon receipt of a submission of information under subsection (a), the Commission shall promptly investigate the accuracy of such information. .
