Section 310B(g)(9)(B) of the Consolidated Farm and Rural Development Act ( 7 U.S.C. 1932(g)(9)(B) ) is amended by adding at the end the following: Not more than 5 percent of the amounts reserved under clause
(iv)for each fiscal year shall be used for outreach, and to provide marketing and technical assistance through Federal entities, and through State and private universities and nonprofit entities (including by contract), to potential recipients of a loan or loan guarantee under this subparagraph, to ensure the full utilization of any such loan or loan guarantee. . Section 310B(g)(9)(B)(iv)(I) of such Act ( 7 U.S.C. 1932(g)(9)(B)(iv)(I) ) is amended by striking 5 and inserting 10 .
