Section 2 of the Competitive, Special, and Facilities Research Grant Act ( 7 U.S.C. 3157 ) is amended— in subsection (b)— in paragraph (2), by adding at the end the following new subparagraph: Classical animal and plant breeding— intended to deliver public plant cultivars and animal breeds; to achieve germplasm conservation; and to improve public access and use of such cultivars and breeds. With respect to the breeding described in clause (i), the Secretary shall give priority to— regionally adapted cultivars and breeds; and breeds that perform well in organic and sustainable production systems. ; in paragraph (7), by inserting , including nonprofit organizations, private laboratories, Federal research entities, and other research entities not affiliated with a university after organizations ; by striking paragraph (9); and in paragraph (11)(A)— by striking $700,000,000 and inserting $900,000,000 ; and by striking 2018 and inserting 2028 ; and in subsection (k)— in the heading, by inserting after and climate change mitigation and adaptation ; and agriculture by inserting and climate change mitigation and adaptation after systems of sustainable agriculture .
