In this Act: The term appropriate congressional committees means— the Committee on Foreign Relations and the Committee on Appropriations of the Senate; and the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives. The term beneficiary countries means— Antigua and Barbuda; the Bahamas; Barbados; Dominica; the Dominican Republic; Grenada; Guyana; Jamaica; Saint Lucia; Saint Kitts and Nevis; Saint Vincent and the Grenadines; Suriname; and Trinidad and Tobago. The President or the Secretary of State may add or remove one or more countries from the list under subparagraph
(A)upon written notification to the appropriate congressional committees.
