Not later than 45 days after the date of enactment of this Act, the agencies receiving funds appropriated by this title in this Act shall provide a detailed operating plan of anticipated uses of funds made available in this title in this Act by State and territory, and by program, project, and activity, to the Committees on Appropriations of the House of Representatives and the Senate: Provided , That no such funds shall be obligated before the operating plans are provided to such Committees:
Provided further , That such plans shall be updated, including obligations to date and anticipated use of funds made available in this title in this Act, and submitted to such Committees quarterly until all such funds expire.
