Not later than 2 years after the date of the enactment of this Act, and every 3 years thereafter, the Secretary, in consultation with the Marine Mammal Commission, shall submit to Congress and make available to the public a report regarding— activities carried out under sections 3 and 4; knowledge gaps identified in carrying out section 3; and progress made in filling knowledge gaps identified in carrying out section 3.
