The Secretary shall provide technical assistance to State and local governments with respect to— streamlining the permitting process for prefabricated and modular housing projects; reducing bureaucratic hurdles; and accelerating project timelines. The Secretary shall, not later than 1 year after the date of the enactment of this section, convene a panel of expert to develop and provide technical assistance on— a model permitting process for construction using prefabricated construction methods; and a model building codes that support the use of prefabricated construction methods.
