Sec. 3011. Deficit-reduction reserve fund to strengthening United States families and other social contract programs

The Chairman of the Committee on the Budget of the Senate may revise the allocations of a committee or committees, aggregates, and other appropriate levels in this resolution, and make adjustments to the pay-as-you-go ledger, for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to strengthening United States families, which may include— addressing the opioid and substance abuse crisis; improving child and maternal health; making child and dependent care more affordable and useful for United States families; supporting child nutrition programs; foster care, marriage, and fatherhood programs; enhancing other social contract programs; maintaining existing prohibitions on Federal funds being used to pay for abortions; or providing transitional supports to States implementing the Family First Prevention Services Act (title VII of division E of the Bipartisan Budget Act of 2018 ( Public Law 115–123 ; 132 Stat. 232)), by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2023 through 2026 or the period of the total of fiscal years 2023 through 2032.
