In the Senate, for the purposes of estimates with respect to any child care or pre-kindergarten legislation during the 117th Congress, the Congressional Budget Office shall consider funding for programs under the Head Start Act ( 42 U.S.C. 9831 et seq. ) to continue at baseline levels. This section shall not apply to any bill or joint resolution making appropriations for discretionary accounts.
