There are authorized to be appropriated— for fiscal year 2022— $5,000,000, for the purpose of carrying out title II; and $5,000,000, for the purpose of carrying out title III; and for each fiscal year thereafter, for the purpose of carrying out titles II and III, such sums as may be necessary.
