Sec. 303. Council on Manufacturing and Industrial Innovation Efforts

The Council shall— consider problems and developments, including concerns regarding the workforce of the United States, in manufacturing and industrial innovation and related activities of more than 1 agency in the executive branch of the Federal Government; coordinate the manufacturing and industrial innovation policy-making process; harmonize the Federal permitting process relating to manufacturing and industrial innovation, as appropriate; ensure manufacturing and industrial innovation policy decisions and programs are consistent with the priority goals of the United States described in section 102(a); help implement the priority goals described in section 102(a) across the Federal Government; ensure manufacturing and industrial innovation are considered in the development and implementation of Federal policies and programs; achieve more effective use of foundational aspects of manufacturing and industrial innovation, particularly scientific, engineering, and technological resources and facilities of agencies in the executive branch of the Federal Government, including the elimination of efforts that have been unwarrantedly duplicated; identify— threats to and vulnerabilities of supply chains; workforce skills; and aspects of supply chains and workforce skills requiring additional emphasis; and further international cooperation on manufacturing and industrial innovation policies that enhance the policies of the United States and internationally agreed upon policies.
The Chief Manufacturing Officer may take such actions as may be necessary or appropriate to implement the functions described in paragraph (1).
