Not later than 3 years after the date of enactment of this Act, the Comptroller General of the United States shall submit to the Committee on Commerce, Science, and Transportation of the Senate, the Committee on Appropriations of the Senate, the Committee on Science, Space, and Technology of the House of Representatives, the Committee on Energy and Commerce of the House of Representatives, and the Committee on Appropriations of the House of Representatives, and make available to the public, a report— containing an assessment of the efforts of the Office to implement or advance the priority goals described in section 102(a); and providing recommendations on how to improve the efforts described in paragraph (1).
